How can I get rid of Wanted Criminal's Tag, (quest) item ? 

After you arrest a player, you get this item : 


To exchange the item you must find a Chief Constable or Member of The Dark Society on maps and take the heroic quest ( to exchange the tags). 


Chief Constable will reward you with GOOD KARMA and The Member of the Dark Society with BAD KARMA.
